The scene begins with Tommy Vercetti meeting his assistant, Arty, who brings troubling news from across Vice City. Several racketeering gangs are rapidly gaining power, threatening Tommy’s growing influence over the city. Arty makes it clear—if Tommy wants to stay on top, he has to crush these rackets and reclaim control. Tommy wastes no time. He hops onto the back of a pickup truck, while one of his guards takes the wheel. As the truck moves through different parts of Vice City, Tommy opens fire on the racketeers at each location, gunning them down and stealing their money. The operation quickly turns chaotic—more racketeers flood the streets, and some even chase the moving truck, firing back as Tommy hangs on. Despite the pressure, Tommy methodically wipes them out. Eventually, his guard deliberately diverts the remaining pursuers, leaving Tommy alone—but victorious. The mission is complete, and the rackets are neutralized. With no time to rest, Tommy heads to Little Havana to meet Markus, who had urgently asked him to come. But Markus never shows up. Instead, Tommy receives a disturbing phone call—Markus is badly injured. He explains that a mysterious dark clan, enhanced by a strange green goo substance, abducted him. Before the call ends, Markus reveals their location: a multi-story car park. The line suddenly goes dead as the clan snatches the phone away. Tommy immediately races to the car park. From a distance, he spots numerous clan members—almost human, but clearly altered—guarding the structure. Using a sniper rifle, Tommy silently takes out the guards and enters the building. Floor by floor, he searches the trunks of parked cars, finding nothing at first. Each level brings heavier resistance as more clan members swarm him, but Tommy pushes forward, leaving them behind. At the top floor, after eliminating a large group of enemies, Tommy finally finds Markus locked inside a car trunk. Just as he frees him, the situation explodes—a helicopter appears overhead. Tommy grabs heavy weapons and destroys it, only for another helicopter to attack moments later. Once again, Tommy takes it down, securing their escape. After surviving the ambush, Tommy and Markus return to Markus’s downtown office, both burning with rage. Fueled by anger and revenge, they take a helicopter and launch a final assault on the clan members spotted on the rooftops of downtown buildings. They manage to eliminate several enemies, but the clan fights back fiercely—eventually shooting down their helicopter, bringing the violent chapter to a unexpected end
