Various of people smoking STORYLINE: New anti-tobacco legislation came into effect in Russia on Saturday. The law restricts smoking in some public places, as well as tobacco advertising, and next year will ban smoking in restaurants and bars. President Vladimir Putin signed the law at the beginning of the 2013 to challenge to Russia's cigarette culture. The World Health Organisation estimates that almost 44 million Russian adults are addicted to smoking, and ranks Russia as the country with the highest smoking rate in the world. "Russia is experiencing one of the biggest epidemics, leading to irreversible demographic and economic consequences," said Oleg Storozhenko, Medical Officer for the Tobacco Control Programme at the World Health Organisation. "The biggest number of smokers with the hardest nicotine dependence is among the young from 19 to 44 years old," he added. 30% of young Russians aged between 13 to 15 years also smoke. There are doubts about enforcement, and widespread debate among Russians over the impact of the new law. "As a smoker I am in two minds about this law. But I do think that there should be special areas for smoking, so that smokers can smoke there," said Sergei, a smoker who lives in Moscow. Previous legislation has already banned smoking in the schools and universities, as well as places where smoking may lead to possible danger, such as petrol stations. The updated legislation restricts smoking scenes in films, theatres and on television.
