SOUNDBITE (English) David Miliband, British Foreign Secretary: ''Our commitment, of all the Europeans, was to support what is sometimes called an interim government or a technocratic government or a non-factional government that is clearly under the leadership of president Abbas and it is the product of the Egyptian negotiating process, and it is in that context that we always emphasise that the focus of that non-factional government would be, first of all, humanitarian assistance, secondly reconstruction, and thirdly election preparation. And we believe that a technocratic government could, with the consent of the region and the support of president Abbas, and the consent of all the parties, could play a vital interim role, and the European position on this has been spelled out very clearly and we stand by it and that's why we support very strongly the work that the Egyptian government are leading." 6. Cutaway of cameraman STORYLINE Egyptian president Hosni Mubarak met with British foreign secretary David Miliband on Wednesday in Cairo for an update on the latest developments in Egyptian efforts to achieve reconciliation talks between rival Palestinian factions. A member of the Hamas' delegation in Cairo meanwhile said the rival Palestinian groups have held successful "icebreaking" meetings ahead of Thursday's reconciliation talks. Miliband said at a news conference that Britain and Europe were committed to supporting an interim, non-factional government "that is clearly under the leadership of (Palestinian president Mahmoud) Abbas" and is the product of the Egyptian negotiating process. Fatah, which rules the West Bank, and Hamas, which controls the Gaza Strip, have been bitter rivals for years. The rift came to a head in June 2007 when Hamas seized control of Gaza after days of street fighting with Fatah. This is the fifth meeting this year between Hamas and Fatah delegations in Egypt. Egypt will host an international donors conference on 2 March aimed at raising money to rebuild Gaza after Israel's recent onslaught against Gaza's Hamas rulers and the Gazan population. The reconstruction of Gaza is complicated by an Israeli and Egyptian blockade of the territory following Hamas' 2007 takeover. Aid officials say rebuilding is impossible without open borders.
