Is Rajasthan Right to Health Bill as revolutionary as it sounds? And why are doctors up in arms?

Basically, the Right to Health Bill gives every resident of the state the right to avail free Out Patient Department (OPD) services and In Patient Department (IPD) services at all public health facilities and select private ones. While healthcare services at government facilities are often available either free or at nominal charges, the key to the Bill is providing provisions for free treatment at private hospitals and doctor’s clinics. The Bill requires such private healthcare service providers to raise bills that the govt will pay later. So, on the face of it, the Bill seems all fine. Nobody is denied treatment, and if the person is too poor to pay, the govt steps in and reimburses the doctor or the hospital.The Bill has provision for punishment for doctors and healthcare providers for denying treatment. Violators will be liable to pay Rs 10,000 as fine for the first time and Rs 25,000 for the second violation. However, private doctors are up in arms against the Bill, and want several provisions to be watered down.
