(1 Feb 2007) SHOTLIST 1. Lee Hamilton and Edwin Meese standing and taking oath before committee 2. Wide shot of Senate Judiciary Committee 3. SOUNDBITE: (English) Lee Hamilton, Iraq Study Group Co-Chair "The Iraqi police service has neither the training nor the legal authority to conduct criminal investigations. It does not have the firepower to take on organised crime, insurgents or the militias. The Iraqi police cannot control crime. They routinely engage in sectarian violence, including unnecessary detention, torture and targeted execution of Sunni Arab civilians." 4. Wide shot of Hamilton and Meese at witness table 5. SOUNDBITE: (English) Lee Hamilton, Iraq Study Group Co-Chair "Many Iraqis feel that crime not only is unpunished, it is rewarded. In short, we believe the problems in the Iraqi police and criminal justice system are profound. Reforms are essential. They are urgently needed." 6. Medium shot of Senator Arlen Specter speaking at hearing 7. Cutaway of hearing 8. SOUNDBITE: (English) US Senator Arlen Specter, Republican - Pennsylvania "As a nation, we'd be much better off if the executive branch was not so insular and undertaking a position that, as we discussed yesterday, the president articulates a view that he is the sole decider, but under the Constitution separation of power and checks and balances the Congress has standing as a co-equal branch of government. And when a distinguished group like the Iraq Study Group comes into the picture, I think the executive branch would be well advised to do more than have a meeting and a news conference to give in-depth consideration to what is being proposed here." 9. Henry Kissinger walking into Senate Foreign Relations Committee hearing 10. Cutaway of committee members 11. SOUNDBITE: (English) Henry Kissinger, Former US Secretary of State "I have always had the view that the issue of whether one should negotiate - it should not be a central issue. We should always be prepared to negotiate. The fundamental issue is what to negotiate about and what the purpose of the negotiation should be. I see little incentive Iran has to help us solve the Iraqi problem, unless it occurs in a constellation in which they can also - in which they cannot achieve their maximum objectives by themselves." 12. Wide shot of Senate Foreign Relations Committee STORYLINE: Two members of the Iraq Study Group on Wednesday criticised America's alleged failure to adequately train Iraq's police force as they outlined recommendations on how to resolve the troubled conflict in Iraq. Speaking to the Senate Judiciary Committee in Washington, DC, study group members Lee Hamilton and Edwin Meese said police training was as important to stabilising Iraq as building an effective army there, but claimed the US has botched the job by assigning the wrong agencies to the task. Hamilton and Meese said State Department officials and private contractors who were assigned to the job didn't have the expertise or the manpower to forge a new criminal justice system. In their testimony, Hamilton and Meese said the result was that there's little, if any, on-the-street law enforcement. A prominent Republican senator, meanwhile, lashed out at US President George W. Bush for being "insular" and ignoring the work of the Iraq Study Group. Pennsylvania Senator Arlen Specter said the Study Group recommendations deserved more than "lip service." He said the nation would be much better off if the president would give them more than "a meeting and a news conference."
