(15 Feb 2024) RESTRICTION SUMMARY: ASSOCIATED PRESS Munich, Germany - 15 February 2024 1. Set-up shot of FBI Director Christopher Wray in audience 2. Wray arriving at podium 3. SOUNDBITE (English) Christopher Wray, FBI director: "And just today, we're announcing yet another success, operation Dying Ember. We're working with our U.S. and again, worldwide law enforcement partners, we ran a court-authorised technical operation to kick the Russian GRU (the Main Directorate of the General Staff of the Armed Forces) off of well over a thousand home and small business routers, and locked the door behind them, killing the GRU's access to a botnet it was piggybacking to run cyber operations against countries around the world, including America and our allies in Europe." 4. Sign 5. SOUNDBITE (English) Christopher Wray, FBI director: "Since its unprovoked invasion of Ukraine, we've seen Russia conducting reconnaissance on the U.S. energy sector. And that's a particularly worrisome trend because we know that once access is established, a hacker can switch from information-gathering to attack quickly and without notice. After all, Russia has made murder, rape and mayhem its stock and trade. So no one should question its continued willingness to launch destructive cyber attacks before and during military conflict." 6. Audience 7. SOUNDBITE (English) Christopher Wray, FBI director: "The Chinese government combines cyber means with traditional espionage and economic espionage, foreign malign influence, election interference, and transnational repression. In other words, the CCP (Chinese Communist Party) is throwing its whole of government at undermining the security of the rule of law world." 8. Audience 9. SOUNDBITE (English) Christopher Wray, FBI director: "China doesn't partner. It bullies. And it bullies targets at every level, from individuals to businesses and organisations, to governments." 10. Audience 11. SOUNDBITE (English) Christopher Wray, FBI director: "The cyber threat posed by the Chinese government is massive. China's hacking program is larger than that of every other major nation combined. And that size advantage is only magnified because the PRC (People's Republic of China's) uses AI, built in large part on stolen innovation and stolen data to improve its hacking operations, including to steal yet more AI tech and data." 12. Wray leaving podium STORYLINE: The FBI and its international partners disrupted a network of over 1,000 hacked routers installed by Russia for cyber operations against the U.S. and its allies, FBI Director Christopher Wray said Thursday. He alleged Russia's GRU was behind the hacked routers, using an acronym to refer to the agency formally named the Main Directorate of the General Staff of the Armed Forces. The agency is almost universally referred to by its former acronym GRU and it is the most shadowy of Russia’s secret services. "We ran a court-authorised technical operation," Wray said that resulted in "killing the GRU's access to a botnet it was piggybacking to run cyber operations against countries around the world." "After all, Russia has made murder, rape and mayhem its stock and trade. So no one should question its continued willingness to launch destructive cyber attacks before and during military conflict," he alleged. Wray delivered his speech at the 10th Munich Cyber Security Conference. It comes one day ahead of the start of the annual Munich Security Conference Wray also criticised the Chinese government during his address and claimed the "cyber threat posed by the Chinese government is massive."
