TC40 Data is Visa's record containing information on consumer fraud claims, and SAFE (System to Avoid Fraud Effectively) is Mastercard's initiative to document consumer fraud claims and analyze data points. Issuing banks use TC40 and SAFE information to determine a merchant's risk in terms of fraud and chargebacks. When used by merchants, this data can help them better understand their fraud prevention tools. The banks are not required to release this information to the merchant, though, so the merchant must work with issuing and acquiring banks to get that information from them. If possible, merchants should seek out these reports since they can provide a lot of information concerning their business and fraud, such as how they're being targeted by fraudsters. The metrics found in these reports ultimately evaluate whether a merchant qualifies for programs like the Visa Fraud Monitoring Program. Companies like Verifi and Ethoca work with these reports and merchants to help reduce chargebacks and instances of fraud. However, it is important to note that instances of friendly fraud will not be found in these reports.
