This tutorial works perfectly for low city levels/starting cash. I started around 7,000$. If your city is in the twenties, you may try this, but I can't guarantee you'll make it to level 20. Ceramics and MOABs starting pushing and rushing through your monkeys' defenses very early. This is undoubtedly the best strategy to defeat the Vortex Storm, especially for low city levels.
