(8 Oct 1999) Voice and effects VOICED BY: Philippa Meagher Former Chilean dictator General Augusto Pinochet should be extradited to Spain to stand trial on torture charges, a London magistrate ruled on Friday. The 83-year-old general is accused by Spanish judge Baltasar Garzon of orchestrating a campaign of terror against political opponents during his 17-year rule in the 1970s. While the ruling is a blow to Pinochet, who has been in custody in Britain for almost a year, he will not immediately be sent to Spain His lawyers plan to appeal against the ruling and take the case back to the High Court, and if need be, the House of Lords. VOICE-OVER: 00.02 Anti-Pinochet demonstrators gathered early in London awaiting the fate of the ex-dictator. 00.06 They believe he has blood on his hands from the thousands who disappeared after he came to power. 00.11 And they believe he should face trial for his alleged crimes. 00.15 His opponents cheered as it was confirmed the judge had ruled in their favour. 00.20 SOUNDBITE: (English) "Its bad news for dictators, for General Pinochet and all dictators like him. Never again can they go around killing people and laughing about it and going away to enjoy impunity."
