Well, there is the ruling of just an arcana check, but come on. That invalidates this spell also who doesn't like the magic item gamble/testing when you can't identify it? I personally will give clues like certain runic markings or 'feelings' as to what an item might do through a check. Though if stats are wanted you either need identify or to use it.
