The concept of congestion pricing is quite simple. The city designates a zone, and charges the drivers of vehicles a set amount of money for entering said zone. The proceeds of this fee usually go to improving public transportation, with the ultimate goal of reducing car traffic. Every time a congestion charge is proposed, it sparks major controversy, with everyone picking up their pitchforks and starting up their Twitter apps.
