Ranchi सहित इन जगहों पर म्यूटेशन का काम कैसे अटका! झारखंड में जमीन से जुड़ा सबसे अहम काम जिसे हम दाखिल खारिज कहते है या फिर म्युटेशन के नाम से जानते हैं वह अब भी रैयतों के लिए कठिन ही माना जा रहा है. दो डिसमिल जमीन खरीदने वाले छोटे रैयत हो या बड़े जमीन के भू स्वामी ,सबको अंचल कार्यालयों में स्थिति एक ही जैसी है. इस वजह से 65 हजार से अधिक म्युटेशन के मामले पेंडिंग पड़े हैं. बात ऐसी है कि आंकड़ों में जो नंबर क्लियर बताया जा रहा है ,दरसल उसमें आधे से अधिक आवेदन छोटे मोटे कारण बताकर रिजेक्ट कर दिए जा रहे हैं. मतलब साफ़ है कि आवेदन फिर से देना होगा. ऐसे हम जमीनी स्तर पर देखे तो म्युटेशन नहीं हो पाने का आंकड़ा 65 हजार से बहुत अधिक है. लोगों को सही समय पर सरकारी सेवाएं मिले इसके लिए झारखंड सरकार ने right to service act तक लागू किया हुआ है. नियम कहता है कि बिना आपत्ति के म्युटेशन एक महीने के अंदर और आपत्तिवाले मामलों का निपटारा तीन महीने में हो जाना चाहिए लेकिन जमीन पर इसका पालन लगभग नहीं के बराबर है. छोटी छोटी गलतियां बताकर आवेदन को रिजेक्ट कर दिया जा रहा है. कही खतियान अधूरा बताया जा रहा तो कही नक्शा गायब ,इतना ही नहीं कही वंशावली की पप्रतिलिपि जैसी वजहों से फाइल को लौटा दिया जाता है. ऐसे में इसको right to service उद्देश्य का फेलियर मानना कही से भी गलत नहीं है. अब जब रैयत महीनो से परेशान घूम रहे तो यह फेलियर ही तो है. राजस्व,निबंधन और भूमि सुधार विभाग ने सुविधा के लिए सुओ-मोटो म्युटेशन सिस्टम लागू किया था. इसके तहत जमीन का निबंधन होने का काम होते ही रजिस्ट्री कार्यालय के सभी दस्तावेज खुद अंचल कार्यालय पहुंच जाय करते थे और बिना किसी आवेदन के म्युटेशन भी होता था.अब तो कागजात पहुंचते भी है तो ऑटोमेटिक म्युटेशन नहीं होता. ऐसे में जब रैयत जब कार्यालय पहुंचते है तो उन्हें बताया जाता है कि दस्तावेज अधूरे है और आवेदन फिर से करना होगा. खतियान ,रसीद,पुरानी जमाबंदी -हर बार नए कागज की मांग कर दी जाती है. Furthermore, in some cases, files are returned for reasons such as a lack of a copy of the genealogy. It's not wrong to consider this a failure of the right to service objective. Now, when tenants are struggling for months, this is indeed a failure. The Revenue, Registration, and Land Reforms Department implemented a suo-moto mutation system for convenience. Under this system, all documents from the registry office would automatically reach the zonal office upon registration, and the mutation would occur without any application. Now, even if documents arrive, the automatic mutation doesn't occur. Consequently, when tenants arrive at the office, they are told that the documents are incomplete and they must reapply. Each time, new documents—Khatian, receipt, and old Jamabandi—are demanded.
