Drawing on his latest edited work—”Sixth Schedule to the Constitution” by Justice B.L. Hansaria—Vijay Hansaria examines the historical, legal, and democratic struggles of Ladakh, from its annexation in the 19th century to its present fight for representation and autonomy. Hansaria said that the people of Ladakh were historically deprived of democratic rights, and that extending the Sixth Schedule is vital to protect their cultural identity and ensure self-governance. He explains how the Jammu and Kashmir Reorganisation Act (2019) altered Ladakh’s political voice and why the National Commission for Scheduled Tribes’ recommendation in favour of Sixth Schedule status should not be ignored. Context: Following the 2019 reorganisation of Jammu and Kashmir, Ladakh became a Union Territory without a legislature—leaving its citizens without State-level representation.
