For years, the BJP has pushed a hardline Hindu nationalism in the state's coastal districts and villages, where a sizable Muslim population lives. For a long time, caste allegiances dominated electoral politics in Karnataka. There have been complaints of unspent development funds, underpaid transportation employees' pay, and delayed scholarships for the needy. Hindu nationalism looks to be the government's lone card. Mr. Bommai issued an appeal the day following Ms. Shaw's remarks, urging people to "cooperate in maintaining peace and order." There has been some opposition from inside Mr. Bommai's party.
