SOUNDBITE (English) Richard Holbrooke, Former US Special Envoy: "It is over for this monster who wrecked Europe and who's role in history of modern Europe will be a very black page, probably the worst leader other than the communist leaders in Europe since World War II. 300,000 people are dead, two and half million are homeless because of Slobodan Milosevic. He first fought and lost four wars, then he lost his job, then he lost his freedom and went to the Hague, now he's ended his days with some form of rough incomplete justice in his cell in the Hague." 3. Holbrooke reading 4. SOUNDBITE (English) Richard Holbrooke, Former US Special Envoy: "I think Milosevic did face justice. He spent over five years in jail. He never was going to have a free day again in his life. The trial took much too long of course, but he's gone and he ended where he should have ended, in a cell in the Hague" FILE: Scheveningen (near The Hague), Netherlands - June 29, 2001 5. SOUNDBITE (English) Richard Holbrooke, Former US Special Envoy: "The most serious problem is not Milosevic. His area of history is long gone. It is the two people who are still out there, Ratko Mladic, the general who was the mass murderer of Srebrenica, the massacre, and Radovan Karadzic, the political leader who is still hiding I think probably in a monastery deep in the ravines and canyons of Bosnia, or somewhere in the area. And these guys continue to inspire resistance, separatism and racism. And they must be brought to justice. It is a tremendous failure of NATO that they have not brought them to justice." SOUNDBITE (English) Richard Holbrooke, Former US Special Envoy: "When you negotiated with Milosevic, and I spent more time with him than any other American or European, you saw a very ugly but complicated picture. He was a war criminal. He had started four wars and lost them all. At the same time you had to negotiate with him to end the war, the current war, which we did. He was quite clever and smart and in fact he was smart enough that many people found him charming. Former ambassador to Yugoslavia, Laurence Egelberg, later our Secretary of State, famously called him a 'Yugoslav Gorbachev'. Well he wasn't. Gorbachev didn't use force to keep the Soviet Union together. He allowed the Soviet Union to peacefully break up, whereas Milosevic used force to try and keep Yugoslavia together. The fact was that Milosevic was clever and dangerous and ruthless and many people thought he was a sociopath. That he just didn't care about things. Both his parents committed suicide, and he didn't seem to have any human concern for people as individuals. It was all abstract. And one last point, for Milosevic everything was about holding on to power day-to-day. He was a communist who turned pseudo nationalist, but the nationalism was a fake. What it really was, was about power." 10. Wide of Holbrooke reading newspaper STORYLINE: The man who brokered a ceasefire towards the end of the Balkan wars, said on Saturday, that former Serbian president Slobodan Milosevic had been one of the worst leaders Europe had ever seen. In an interview with AP Television in Washington, former US diplomat Richard Holbrooke called Milosevic a "monster who wrecked Europe".
