President Donald Trump's border czar, Tom Homan, announced Wednesday morning that he will drawdown 700 officers from Minnesota, effective immediately, as a result of local and state officials cooperating by turning over arrested immigrants. Homan was sent to Minneapolis last week in an attempt to end the violence and tensions between the roughly 3,000 federal agents and the community protesting their presence. Protests escalated in Minnesota last month after immigration enforcement agents shot and killed a mother of three, Renee Good, and ICU nurse Alex Pretti. Homan said the decision to remove hundreds of immigration officers from the state came after his discussions with Minnesota Gov. Tim Walz, state Attorney General Keith Ellison, Minneapolis Mayor Jacob Frey, and numerous police chiefs and sheriffs, all of whom agreed that community safety is paramount. "While we had our differences, one thing was clear, we all committed to public safety for all who live in the Twin Cities," Homan told reporters. "We have made significant progress under the direction of President Trump, working with state and local officials here in Minnesota, and I expect that to increase in the coming weeks." The border czar added that they currently have an unprecedented number of counties communicating with them and allowing Immigration and Customs Enforcement (ICE) to take custody of illegal immigrants before they hit the street. Homan last week pushed for jails to alert ICE to inmates who could be deported, saying transferring such inmates to the agency is safer because it means fewer officers have to be out looking for people in the country illegally. When asked if he thinks the ICE operation in Minnesota has been a success, he said it wasn't a perfect operation, but "We created one unified chain of command to make sure everybody is on the same page. And make sure we follow the rules." Mayor Frey said Homan's removal of 700 federal agents "isn't a de-escalation" and demanded that the immigration operation end. Senate Minority Leader Chuck Schumer also called out Homan and said, "a 20% reduction is not enough." "ICE’s abuses go beyond the headlines. Residents are afraid to go to schools, to grocery stores, to even step outside," Schumer wrote on X. "Agents are patrolling the streets like a military operation." ICE and Customs and Border Protection (CBP) have been carrying out Operation Metro Surge, which the Trump administration launched in December to target undocumented immigrants with criminal records. Additionally, Homan reiterated that Trump "fully intends to achieve mass deportations during his administration and immigration enforcement actions will continue every day throughout this country." "President Trump made a promise, we have not directed otherwise," he said. "I heard rumors we have, untrue. Given that many public safety threats on our communities, many of which poured across the border during the Biden administration, it makes sense to prioritize public safety risk right now." Homeland Security Secretary Kristi Noem announced Monday that every officer on the ground in Minneapolis will be issued a body-worn camera. According to Noem, the use of body cameras would expand nationwide to DHS law enforcement as funding becomes available. Homan noted that an internal review revealed inconsistencies in how body cameras were being used. “During our efforts to identify and implement improvements of how operations are planned, conducted, and managed, we identified a gap in regard to the use of body-worn cameras,” Homan said. “That inconsistency was unacceptable, so we moved immediately to prioritize full body cam deployment in this city."
