My hair gets frizzy even a few hours after it has already dried. I get the best results when I wash my hair at night. I always apply some sort of anti-frizz product when it's wet. Then I let it air dry (completely) before going to bed. The frizziness usually die down before I wake up :) If it's still wet before bed time, I would blow dry until my scalp is thoroughly dried.
