Subsequent investigations revealed that the IRA team was unarmed and that no explosives were found in the car. The incident caused significant controversy, sparking debate over the rules of engagement and accusations of a shoot-to-kill policy. An inquest in Gibraltar ruled the deaths as lawful killings, but the European Court of Human Rights later criticized the British authorities for not sufficiently exploring alternative means of apprehending the suspects.
