In defence of decriminalisation: What our advocacy successes and failures tell us

This presentation by Ann Fordham, Executive Director at the International Drug Policy Consortium (IDPC), at the Harm Reduction International Conference 2025 (HR25) explores the evolution of global advocacy for the decriminalisation of people in relation to drug use, possession and related activities. It also addresses the challenges of backlash, disinformation campaigns, and the limits of decriminalisation when structural issues such as housing, inequality, and toxic drug supplies remain unaddressed.
