This presentation by Ann Fordham, Executive Director at the International Drug Policy Consortium (IDPC), at the Harm Reduction International Conference 2025 (HR25) explores the evolution of global advocacy for the decriminalisation of people in relation to drug use, possession and related activities. Drawing on nearly two decades of IDPC’s work, it traces milestones such as catalysing UN-level support, the development of a 'gold standard' model, and the spread of reforms across dozens of jurisdictions. It also addresses the challenges of backlash, disinformation campaigns, and the limits of decriminalisation when structural issues such as housing, inequality, and toxic drug supplies remain unaddressed. The presentation calls for a 'Decrim 2.0' that is explicit about its objectives and limitations, builds solidarity, and situates drug policy reform within broader struggles for justice.
