Water is a critical issue in Afghanistan as the country itself faces situations of water stress and scarcity and also neighbours like Iran and Pakistan depend on the water from the river basins that flow out of Afghanistan. It is therefore one of the most important issues the country is dealing with when it comes to sharing those water resources for the irrigation of vast territories with its neighbors. Khwaga Kakar is Advisor to the Ministry of Foreign Affairs of Afghanistan and Researcher on Water Issues. She is as well one of the authors of the Human Development Report 2013 (www.undp.org). In this interview conducted at the Heinrich Böll Foundation's event "Afghanistan's Transition in the Making? Natural Resources, Conflict and Development" in Berlin on October 28, 2013, Kakar explains the situation of Afghanistan concerning its water management -- and answering the following questions: Is the country a water-rich or a water-poor country?
