The Cost of Fragmentation: A Cross-State Comparison of the Governance of Affordable Housing Finance Systems Affordable housing governance—or the system that regulates, incentivizes, and funds affordable housing—plays a critical role in shaping the delivery of affordable housing. How states approach the governance of their affordable housing finance systems affects their ability to efficiently allocate resources, align policy goals, and make maximum use of public resources. This webinar included a research presentation on how select states across the country have approached the governance of their affordable housing finance systems. The webinar also spotlighted the different approaches that states have taken to streamline the funding award process and highlighted state-level reforms to consolidate housing functions, reduce administrative inefficiencies, and coordinate policy goals across agencies.
