Julian was born in Southern Rhodesia (now Zimbabwe) where he attended primary and secondary schools. After a year of national service in 1974, he enrolled at the University of Cape Town where he completed a BA in 1977 (majoring in English and Cultural History of Western Europe), followed by a full-time postgraduate teaching certificate at the University of Rhodesia in 1978. He married in the same year. After a couple of years working in teaching and the museum sector, he attended the University of Leicester in 1981 as a Beit Fellow, graduating with an MA in Museum Studies in 1983. For the next twenty-five years he worked in local government, retiring in 2009 as Acting Director of Environment at Cheshire County Council. He remains an active musician and was a glider pilot for over 20 years in the UK.
