17th Meeting of the Intergovernmental Relations Body (IGRB) 02/08/2024

PICC, Pasay City February 8, 2024 President Ferdinand R. Marcos Jr. leads the 17th Meeting of the National Government - Bangsamoro Government Intergovernmental Relations Body (IGRB) at the Philippine International Convention Center (PICC) in Pasay City on February 8, 2024. The IGRB, composed of 20 members from the National and Bangsamoro Governments and led by its co-chairpersons — Department of Budget and Management (DBM) Secretary Amenah Pangandaman and Minister Mohagher Igbal — addresses intergovernmental conflicts, fiscal policy, and resource allocation to support the governance and development of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The agenda of the meeting includes the following issues: 1. Transfer of real properties of the Autonomous Region in Muslim Mindanao (ARMM) outside the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM); 2. Entry of members of the Moro Islamic Liberation Front (MILF) and the Moro National Liberation Front (MNLF) into the Philippine National Police (PNP); 3. Administration of Hajj and Umrah matters; 4. Consultation process for the appointment for the position of Regional Director of the PNP Police Regional Office Bangsamoro Autonomous Region (PRO BAR); 5. Establishment of offices of the Public Attorney’s Office (PAO) and the National Prosecution Service (NPS) in the BARMM; 6. Transfer of the Cotabato Airport Passenger Terminal Building (PTB) to the Bangsamoro Government; and, 7. Repair of the Cotabato Airport runway Additionally, a Memorandum of Understanding (MOU) on the Takaful/Islamic Insurance will be signed at the event between the Ministry of Finance, Budget and Management (MFBM) and the Insurance Commission (IC). The IGRB, established in 2019 by Section 2, Article VI of the Bangsamoro Organic Law (BOL), aims to coordinate and resolve intergovernmental issues between the National Government and BARMM through regular consultation and negotiation. It is a key component of the peace process with the MILF aimed at promoting cooperation and ensuring effective BOL implementation.
