During the hearing, senior advocate Arvind Datar flagged gaps like the undefined “street dog” and asked whether dogs should be returned to institutional areas such as hospitals, railway stations and court campuses. The bench of Justices Vikram Nath, Sandeep Mehta and N.V. Anjaria also warned of “heavy compensation” for dog bite cases, hinted at fixing accountability on civic bodies and dog feeders, and pushed for an actionable plan over endless arguments.
