Excerpts from the U.S. Opening Statements at its periodic presentation to the Committee Against Torture, a body of independent experts that monitors implementation of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment by States that are party to it. During the course of the two-day review, the U.S. delegation underscored that all U.S. personnel are legally prohibited under international and domestic law from engaging in torture or cruel, inhuman, or degrading treatment or punishment at all times, and in all places.
