Fry fish head with salt and turmeric powder. Then add five tempering spices, red dry chilli and bay leaf in mustard oil and saute for few secs. Then add chopped onion and fry it well. Then add tomato and salt. Mix it well and cover it, cook for 1mins at low flame. Then mash tomatoes. Add 1tbsp garlic and 1.5tbsp ginger paste and cook it well for 2mins at medium flame. Then add roasted masala and roasted fennel powder. Mix it well. Add malabar spinach and salt. Cook it and add fried vegetables. Mix it well. Add fried fish head. Add water and cover it. Cook for 15 mins at low flame. After 15mins add 1tsp roasted fennel powder. Mix it well. Turn off the gas and cover it. Serve after 5mins with hot steam rice.
