Pan-India Voter List Cleanup: Election Commission Announces Phase Two After Bihar Success. 🇮🇳🇮🇳 ==================================== New Delhi, 27th, October : The Election Commission of India (ECI) on Monday evening announced the launch of a pan-India Special Intensive Revision (SIR) of voter lists, aimed at updating and verifying electoral rolls ahead of upcoming state elections. Following the successful implementation of the SIR in Bihar, the second phase will cover 12 states and Union Territories, Andaman & Nicobar, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh, and West Bengal, covering approximately 51 crore voters. The enumeration process is scheduled to begin on November 4, Chief Election Commissioner Gyanesh Kumar said. Bihar's voter list is now largely considered complete, with 'zero appeals' received, added CEC. Key dates : The draft electoral rolls for the second phase will be published on December 9, while the final rolls will be released on February 7, 2026. The voter list in all states where the SIR will be conducted will be frozen at 12 am tonight (27 October 2025), and all voters on the frozen list will be given Unique Enumeration Forms (EFs) by Booth Level Officers (BLOs). The revision of electoral rolls in Assam will be announced separately, the CEC added. Why SIR is needed : The SIR has been conducted eight times between 1951 and 2004, with the last nationwide revision over 21 years ago (2002-2004). The Chief Election Commissioner explained that the exercise is important due to frequent migration, which can lead to multiple registrations, non-removal of deceased voters and the wrongful inclusion of foreigners. Key functionaries of SIR Each polling station will have around 1,000 electors and is managed by a Booth Level Officer (BLO). Each Assembly Constituency comprises multiple polling stations and is overseen by an Electoral Registration Officer (ERO), typically a Sub Divisional Magistrate (SDM). The ERO: Prepares draft electoral rolls Receives and decides on claims and objections Publishes final rolls Assistant Electoral Registration Officers (AEROs) assist at the tehsil level. District Magistrates (DMs) hear first appeals, while Chief Electoral Officers (CEOs) of states hear second appeals. Process and voter participation BLOs will distribute the Enumeration Forms (EFs) to all existing voters and assist them in verifying their details. Electors can also link their details or relatives' names with the previous SIR held in 2002-2004 using the All-India database (https://voters.eci.gov.in). Voters may fill out EFs online, especially in urban areas or for temporary migrants. The SIR process will also help identify dead, permanently shifted, or multiple-registered voters. While Aadhaar is not proof of citizenship, it can be used as identity proof in the SIR exercise, the CEC clarified. Earlier SIR and upcoming elections Bihar recently completed its SIR in preparation for assembly elections scheduled in two phases on November 6 and 11, with results on November 14.
