The case is about a company that operates coal-fired generating plants and received variances for sulfur dioxide emission limitations. When the variances expired, the Administrator notified the company that its plants broke the emission limitations in the Missouri plan. The company filed a petition for review, but the court ruled that a claim of economic or technological infeasibility cannot be considered.
