Gun violence prevention experts share the facts about firearm purchaser licensing, why the research says it's working in other states, and how it would work to lower gun violence and save lives in Virginia. In 2024, Delegate Hope introduced HB1424 which would have established a firearm purchaser licensing law. Generally, the bill would have required an individual to provide proof of safety training, submit fingerprints and a completed application, undergo a background check, and wait to be approved for a license before they are able to lawfully purchase a firearm.
