現役の官公庁建物としては日本最古のもので 1904年12月20日に竣工し現在は重要文化財に指定されています。 四方を囲まれた中庭に幾つかの桜があります。 豊臣秀吉が建造した五条大橋を1877年に改修した際に 余った橋脚の一部が石柱として庭に３本立っています。 中央の枝垂れ桜は16代佐野藤左衛門が先代とともに 円山公園のしだれ桜の実生木（種から育った木）を植えたもので 円山公園初代のしだれ桜の孫にあたります。 植物は種から育つのが普通ですが 桜がたくさんある公園でも自然と増えたりしないのは不思議ではないですか？ 桜の種も見たことがないでしょう？ 桜は種から育つことはほとんどなく流通もしていません。 ではどうやって増えているのかと言えば 接木が挿し木に頼っています。 現在全国にあるソメイヨシノも元を辿れば 全て同じ１本の木なのです。 江戸時代にその最初に品種改良をしてできた１本の桜の 枝を切ってそれを挿し木にして 増やしたため、わかりやすく言えば全てクローンにあたります。 ですので同じ年代に挿し木され同じ気候で同じ日当たりならば 誤差なく同じ日に開花します。 その性質から全国の桜の開花予想の標本木としてソメイヨシノが 使われるのです。 It is the oldest active government building in Japan.
