As we’ve reported repeatedly, law enforcement across Arizona is understaffed. Technology like license plate readers are a force multiplier, helping officers solve crimes faster and locate victims who may otherwise go unfound. Law enforcement leaders across Arizona are voicing support for SB 1111, the state’s proposed law governing automated license plate reader technology, saying the tools are already critical to modern policing — while acknowledging the need for safeguards. Assistant Chief James Edelstein of the Prescott Valley Police Department testified in support of SB 1111, saying the technology helps investigators identify suspects, locate missing persons, and establish timelines during criminal investigations. He also said the bill would place what he described as clear guardrails into state law. Edelstein directly addressed testimony from critics who have called for license plate reader data to be deleted within minutes. “Quick comment on three minutes, many times we don’t find out about a crime’s that occurred for more than three minutes. And again, missing people are frequently not reported for days or weeks depending on the situation.” Assistant Chief James Edelstein | Prescott Valley Police Department | February 10, 2026 He defined a legitimate license plate reader query broadly, describing it as “any search to further a legitimate criminal investigation.” Supporters of the bill argue that maintaining access to historical data is essential to solving crimes that are often reported long after they occur, particularly in cases involving missing persons, stolen vehicles, and felony investigations. SB 1111 would formalize the use of automated license plate readers statewide, creating a legal framework around technology that is already widely used by law enforcement agencies throughout Arizona.
