The first and easy part of recreating a dial. Specifically an etched glass dial as opposed to a printed dial background. For this step I'll use a scanner and GIMP - a free and open-source graphics program. I go through the process I use, and explain as many of the steps as I can in case you're interested in learning to do this yourself. In part 2 I'll use Inkscape (another free and open-source program) to recreate the actual dial artwork from the scan - and in part 3 I'll use a laser cutter to create the dial. While I appreciate not everyone has access to one of these, they are getting cheaper, and places like local libraries or maker groups may have one you can either use, or have them use for you for a nominal fee.
