Washington State adopted the Growth Management Act (GMA) in 1990 to ensure reasonable measures are in place to meet growth demand without adjusting urban growth areas – in short, support growth without increasing urban sprawl. The Act requires the state’s largest counties and cities within these counties to conduct a Buildable Lands Program (BLP adopted in 1997), every eight years, which evaluates if current zoning designations - measured against actual historic development and future market factors - provide adequate residential, commercial, and industrial lands to meet state forecasted growth needs within their comprehensive plans. The City of Seattle, using funds from Washington State Department of Commerce, contracted with Esri’s Professional Services to implement ArcGIS Urban and a collection of growth capacity tools to help the City respond to the fourth iteration of the State’s Buildable Lands Program. Implemented within the scope of the project was a process to identify properties likely to develop using parcel-based information, scenario-driven techniques for rapidly developing neighborhoods, and reporting at different summary levels.
