The Class 323 is a Holec and Hunslet product designed to replace old British Rail EMUs in Birmingham. One of its features is (*drum role*) an electronic motor driver using a VSI with GTOs. Holec wrote some of their famous old GTO PWM into the control unit, popular amongst a lot of their other projects such as in the Netherlands. Later, Alstom came along and modified the phase modules to bin the GTOs in favour of IGBTs. What they didn't do was bin the Holec VVVF. It isn't clear why the counts go down, then back up, and then down again. But it's likely because the type of PWM used by Holec allows for eccentric manipulation of the current waveform to avoid the terrible mechanical vibration caused by using modified and square reference waves regardless of the pulse count. The original design pulse modes were: SDM165, SDM105, SDM69, SDM45, 33P by sine, 35P by sine, 31P by sine, 19P by square, 15P by square, 11P by square, 7P by square, 5P by square, 3P by square.
