Through EHV, HUD provided 70,000 housing choice vouchers to local PHAs in order to assist individuals and families who are homeless, at-risk of homelessness, fleeing, or attempting to flee, domestic issues or were recently homeless or have a high risk of housing instability. The CoC Program is designed to assist individuals (including unaccompanied youth) and families experiencing homelessness and provide the services needed to help such individuals move into transitional and permanent housing, with the goal of long-term stability. Continuum of Care (CoC) Program The CoC Program is designed to assist individuals (including unaccompanied youth) and families experiencing homelessness and provide the services needed to help such individuals move into transitional and permanent housing, with the goal of long-term stability. Coordinated Entry System (CES) is a powerful piece of a community’s housing crisis response system as it ensures that people at-risk of or experiencing homelessness can readily access and navigate housing assistance– no matter where in the community they first seek help. It is designed so that households are prioritized for and matched with the appropriate intervention as quickly as possible based on their vulnerability and severity of needs. Overall, CE aims to standardize the access, assessment, prioritization and referral process across all agency providers in a community in order to quickly and successfully provide assistance. Homeless Management Information System (HMIS) HMIS is a local information technology system used to collect client-level data and data on the provision of housing and services to individuals and families at risk of and experiencing homelessness. Each CoC is responsible for selecting an HMIS software solution that complies with HUD's data collection, management, and reporting standards. Permanent Supportive Housing (PSH) Permanent Supportive Housing (PSH) is permanent housing in which housing assistance (e.g., long-term leasing or rental assistance) and supportive services are provided to assist households with at least one member (adult or child) with a disability in achieving housing stability. Rapid Re-Housing Rapid re-housing is an intervention, informed by a Housing First approach that is a critical part of a community’s effective homeless crisis response system. Rapid re-housing rapidly connects families and individuals experiencing homelessness to permanent housing through a tailored package of assistance that may include the use of time-limited financial assistance and targeted supportive services. Eligibility 1. Who qualifies for the Emergency Housing Voucher Program? Emergency Housing Vouchers (EHVs) are specifically designed for households who are: • Homeless; • At Risk of Homelessness; • Fleeing or attempting to flee domestic issues. • Recently homeless and for whom providing rental assistance will prevent the family’s homelessness or having high risk of housing instability. Detailed information on household eligibility can be found in Section 8 of PIH Notice 2021-15. 2. Are participants in Rapid Rehousing programs eligible for EHV? Yes. Continuums of Care (CoCs) have the discretion to refer households in Rapid Rehousing programs to receive EHVs administered by PHAs. 3. How is “at-risk of homelessness” defined and how can communities identify which household are “at-risk of homelessness”? The EHV program uses the definition of “at-risk of homelessness” outlined at 24 CFR 578.3, which can also be found in PIH Notice 2021-15 in section 8.b.
