Nord Games offers a number of tabletop RPG specific tools but they also have some more general purpose like the Oracle Generator Decks. There are 4 box sets of card decks - Character, Monster, Story, and Encounters - that offer a non-rpg, general world building tool sets. Each box set consists of different decks with different card types focused on letting you get a great start on designing these various aspects of your story or world. For example, the Character set has multiple decks focused on class of character (Artisan, Merchant, Hero, Clergy, Villain, etc) and each has different types of cards that flesh out the character (Role, Personality, Motivation, Flaw, Intrigue) and each of those has a table of more specific takes on the card that you can use, not use, combine, etc however you feel works best for you.
