Building the SAARC’s Future: Learning from ASEAN’s Approach to Dispute Resolution

About the Seminar Why does the South Asian Association for Regional Cooperation (SAARC) avoid disputes while the Association of Southeast Asian Nations (ASEAN) survives them? Article X(2) of the SAARC Charter excludes bilateral and contentious issues from the organisation’s deliberations, a provision often cited as a cause of the organisation’s failure. While both organisations emphasise sovereignty and non-interference, ASEAN has developed practices that prevent disputes from paralysing regional cooperation. The seminar examines how Article X(2) has shaped the SAARC’s approach to dispute resolution and regional diplomacy. Using ASEAN’s methods of informal engagement, summit diplomacy and calibrated non-interference as reference points, the event explores practical pathways to revitalise South Asian regionalism.
