This setting SHOULD be on as a default, and it causes loops to align to the measure-beat-subdivision grid in the Track Window, essentially so the timing of all your loops lines up. If you want to nudge a loop OFF the grid, you can turn "Snap to Grid" off, but generally you want to leave it on so you don't have timing issues.
