US envoy announces start of phase two of Trump's Gaza peace plan

The United States says it has launched the second phase of President Donald Trump’s ceasefire plan for Gaza, outlining a shift towards demilitarisation, transitional governance and reconstruction. Special envoy Steve Witkoff said phase two would create a technocratic Palestinian body, the National Committee for the Administration of Gaza, to oversee day-to-day affairs, alongside the disarmament of all unauthorised armed groups. However, the announcement, made via social media, omitted key details, including any further Israeli troop withdrawals or guarantees on increased humanitarian aid. Reuters reports the plan includes a 15-member technocratic council and a proposed international security force, an idea Hamas has previously rejected. Aid agencies say Israel has yet to meet commitments made in phase one, with restrictions still blocking essential supplies such as tents and winter relief. Hamas has not formally responded, but regional mediators including Egypt, Qatar and Turkey remain central to negotiations amid concerns over ceasefire durability.
