When the Constitution was drafted, sovereign states were agreeing to unite into a federal government, a partnership, not a government that would rule everything. The Ninth and Tenth Amendments of the Bill of Rights embody the essence of the Constitution that limits the power of the federal government. The 9th Amendment guarantees the many other rights not specified in the Constitution and the 10th states that any power not granted to the federal government belongs to the states or to the people.
