It means to tear; to aggressively pull part. It's picturing the heavens, the sky, the clouds. It's picturing it as a barrier between us and what we desperately need. It's recognizing, in the way that it is framed, that it's a problem we cannot solve for ourselves. Oh that you would rend the heavens and come down. Things wouldn't be the way they are if you would manifest Yourself, if You would show up in power, if You would set things right. You can't possibly be good with this, God.
