Overnight shelters are filling up fast, as thousands of homeless people try to keep warm. The city of Portland and The Salvation Army confirmed to KATU there were 155 out of 200 beds used Sunday night, as temperatures plunged into the 30s. About 80 people stayed at another shelter that has 100 beds. "It just tells us that individuals are not wanting to be on the streets. Sometimes they have to make really tough choices that leads them to that lifestyle and those situations," Maggie Laubach, with The Salvation Army, told KATU. Mayor Keith Wilson has told KATU that 1,500 overnight shelter beds by December were crucial to have an abundant number of beds available so the city could also enforce its camping ban. Now, The Salvation Army says it expects to see its overnight shelters reach capacity.
