On October 20, 2025, the Institute held a Panel Discussion on "Lebanon’s Foreign Policy: Challenges and Recommendations," with Lebanon's former Foreign Affairs Minister Amb. Nassif Hitti, Lebanon's Ambassador and Permanent Representative to the UN Office at Geneva Caroline Ziadeh, Regional and International Affairs Cluster Coordinator Yeghia Tashjian, and Institute Director Joseph Bahout as a moderator. About the Discussion Lebanon, a small country with a complex institutional setup, has struggled to identify its foreign policy doctrine over the past decades. Throughout its history, it has shouldered the consequences of regional and international developments and transnational ideologies, often doing so beyond its capacities. Since its foreign policy has been linked to choices made by sectarian political parties that are backed by regional or international actors, consecutive governments have disregarded the state’s political and economic interests. In light of shifts in regional and global power dynamics, can Lebanon have a state-centric foreign policy? Following a presentation of the Institute’s latest policy paper “Lebanon’s Foreign Policy: Challenges and Recommendations,” panelists discussed the viability of adopting a state-centric foreign policy based on ‘positive neutrality’ and ‘pro-active diplomacy’ in order to increase Lebanon’s immunity against foreign interventions and safeguard its sovereignty. They also reviewed realistic options for Lebanon to reform its diplomatic apparatus and reposition the country on the regional and international diplomatic map.
