General Yakubu Gowon gives a speech at the end of the Nigerian Civil War on January 17th, 1970. In it he states that the "so-called rising sun of Biafra is set forever" and that it would be "a great disservice for anyone to continue to use the word 'Biafra' to refer to any part of the East Central State of Nigeria". Gowon calls on Nigerians to "build a new nation", and while he says that the federal government would welcome assistance from foreign sources, he says such aid will not be welcome from those foreign governments and organisations who prolonged the war. This was a veiled reference to the French government which supplied weapons to the rebels and certain foreign aid agencies such as the French Red Cross and Caritas International who enabled the smuggling of arms alongside humanitarian relief.
