The vulnerabilities that lead to fraud can be fixed, according to Senator Mark Koran, R-North Branch. He says we already have the means to do it at our fingertips, and on payroll, by utilizing state employees. With the proper training and internal controls, Senator Koran says government staff can be the safeguards the state needs to protect taxpayer dollars. Over the interim, a group made up of legislators and experts met to evaluate the use of seclusion in schools. Seclusion consists of confining a student alone in a room from which they are prevented from leaving. In current state statue, seclusion may only be used in an emergency, which is defined as a situation where immediate intervention is needed to protect a student or other individual from physical injury. A bill banning the use of seclusion for some of Minnesota’s youngest students was passed in 2023. Since then, Senator Judy Seeberger, DFL-Afton, discovered that eliminating seclusion and not replacing it with another option, schools and students are worse off than before. As chair of the Seclusion Working Group, Senator Seeberger shares with Senate Spotlight’s Veronica Marshall the group’s findings and what’s next when it comes to seclusion in schools. A bipartisan bill passed last year is lowering costs for communities when it comes to state highway and interstate maintenance and construction projects. Senator John Jasinski’s bill, S.F. 285, resulted in the Minnesota Department of Transportation (MnDOT) reviewing its cost participation policy. Following the review, MnDOT created a new cost-sharing cap based on communities’ ability to pay for the projects.
