CLARIFICATION: I forgot to mention a pretty important detail about grade 2 classification: If you do on-call and night-shift duties, you are also entitled to become grade 2 as well! So if you are in grade 1, you can technically refuse to be on-call/on night shifts unless you are reclassified as a grade 2! So when the new grade 2 definition came into effect, it created some issues: grade 1 radiographers could not be on on-call/night shifts = weekend and after-hours shifts were not staffed! Therefore, there was a rush to reclassify all the capable grade 1 to grade 2 positions. However, in some cases, some grade 1 radiographers do not want to do on-call or night shifts, they opt not to be reclassified as grade 2.
