Enrolled Agents are tax professionals who have unlimited practice rights before the IRS. The EA license is the highest credential awarded by the IRS to a tax professional. To receive this designation from the IRS the tax professional must take a 3 part comprehensive test that tests their knowledge of the tax law. These tests are given at Prometric testing centers and must be scheduled in advance. The 3 parts cover: Individual taxation -Business taxation -Tax Law, Ethics, and Representation Once all 3 sections of the exam are passed the tax professional can apply for enrollment before the IRS with Form 23. An enrollment fee must also be paid and a suitability check passed. This involves the tax professional having a background check as well as making sure they are in tax compliance. If you have outstanding tax debt you can still become an Enrolled Agent but you have to have an arrangement made to pay that debt. You may be guaranteed an installment agreement.
