Julius can block your attacks, so you need to bait him to attack, dash behind and hit him. He does this at least 2 times, so dash to get behind then attack, dash to get behind and attack. His cannon attack at the third phase is devastating, so quickly get behind him when he charges the attack. Give distance though because the recoil will push Julius back and you'll get hit.
