Low angle shot of Tibetan flag STORYLINE: The newly elected head of the Tibetan government-in-exile said in New Delhi on Thursday that his administration would be ready to negotiate with China "anytime, anywhere". Lobsang Sangay also told reporters that his priorities as political leader of Tibetan exiles would include bringing more freedom to Tibet and seeing the Dalai Lama return to his homeland. Sangay's comments came as he visited the site where three members of the Tibetan Youth Congress (TYC) are currently on hunger strike in the Indian Capital. The three activists - Dhondup Lhadar, Tenzin Norsang and Konchok Yangphel - are protesting against a clampdown by Chinese armed forces on the Kirti monastery in Sichuan province. The monastery has been completely surrounded since March 16 after a 21-year-old monk set himself on fire last month in protest against Chinese rule. "The stated policy of the Tibetan Government in exile is genuine autonomy within China" the 43-year-old Harvard legal scholar said. He went on to say that the Tibetan Government-in-exile would wait and see how the Chinese government reacts. Nine previous rounds of talks between Beijing and the Dalai Lama's envoys have made no headway. Sangay was elected by tens of thousands of Tibetans around the world last month after the 75-year-old Dalai Lama said he wanted to devolve political authority to an elected leader. Sangay said his priorities as Kalon Tripa (Tibetan Prime Minister) would include pushing for more freedom inside Tibet and to "have his holiness return to his rightful place."
