It is being used here strictly for educational purposes. This is how to covert Image Sequence from SFM (or any image Sequence) into MP4 (or whatever available Movie Container) using Blender 2.90 The reason I'm using 2.90(alpha) here is that the Blender 2.8x series is now in LTS and 2.90 will be released in August 2020. This process for both Blender 2.8x and 2.90 is exactly the same. So if your using any of the 2.8x versions, you should still be able to follow along. Settings for the Blender version used here are vanilla, in other words the only add-ons and all settings with exception of Right Mouse Select and Search Open using the Space Bar are those set on initial install of Blender.
